Description
This course pack for AgEcon 604 - Agricultural Policy and Development is designed to provide students with a clear and practical understanding of agricultural policies and their role in shaping agricultural and rural development in the Philippines. It introduces the foundations of agricultural policy, the policymaking process, and major policy instruments affecting farmers, consumers, markets, and society. The succeeding lessons examine Philippine agricultural development programs and institutional interventions, including policies related to land tenure, agricultural credit, markets, research and extension, cooperatives, modernization, and trade. The course pack also emphasizes the political, economic, and social dimensions of agricultural policymaking and the importance of balancing efficiency, equity, food security, sustainability, and stakeholder interests. Through discussions, activities, and policy analysis, students are encouraged to move beyond memorizing policies and develop the ability to critically evaluate agricultural issues and formulate evidence-based recommendations. It is hoped that this course pack will strengthen students’ appreciation of sound agricultural policy as an essential foundation for a productive, inclusive, resilient, competitive, and sustainable Philippine agricultural sector.
