Abstract
Governance and development are closely interconnected concepts that shape the capacity of governments and public institutions to promote inclusive, sustainable, and equitable societal progress. This subject examines the principles, processes, and institutions involved in governance and their influence on economic, social, political, and environmental development. It emphasizes the roles of government, civil society, the private sector, and communities in addressing public issues and achieving development goals. The discussion also highlights key concepts such as good governance, accountability, transparency, participation, decentralization, public service delivery, and sustainable development. Through the study of governance and development, students are expected to understand how effective institutions, responsive leadership, citizen participation, and sound public policies contribute to improving the quality of life and advancing communities. Ultimately, the subject develops the knowledge and analytical skills of Bachelor of Public Administration students in understanding governance challenges and identifying approaches that can contribute to effective, inclusive, and sustainable development.

This module is prepared to guide undergraduate students in understanding the fundamental concepts of Governance and Development. It is designed to help you explore the relationship between governance, public institutions, development, and the people they serve. The module introduces key concepts, principles, and frameworks that will strengthen your ability to understand governance issues, analyze development challenges, and appreciate the role of public administration in promoting inclusive and sustainable development. The module follows the learning process from understanding the basic concepts of governance and development to examining institutions, policies, public participation, accountability, and the various challenges that affect development. It encourages students to connect theoretical concepts with real-world governance and development issues, particularly within the Philippine context. Each module includes learning objectives, guided readings, activities, case analyses, and reflection exercises that encourage active engagement and practical application of concepts. These activities are designed to develop your critical thinking, analytical skills, and ability to relate governance and development concepts to actual public sector practices and community concerns.
