Abstract
The Philippine political and governmental system and the 1987 Philippine Constitution will be the primary focus and locus of topics and subject matters. Politics and Governance is a three-unit course in College in the Philippine education system. An introductory study of Political Science and the 1987 Constitution is mandated by the Commission on Higher Education (CHED) for the tertiary level.
Description
This module is prepared to guide undergraduate students in understanding the fundamental concepts, principles, and relationship between Politics and Administration. It is designed to help you explore how political institutions, public officials, administrative organizations, and citizens interact in the formulation and implementation of public policies. The module introduces essential concepts and perspectives that will strengthen your understanding of political processes, administrative systems, public decision-making, power, authority, accountability, and the role of public administration in governance. The module follows a learning process that begins with the basic concepts and foundations of politics and administration and progresses toward the examination of political and administrative institutions, the relationship between elected officials and public administrators, policy formulation and implementation, bureaucracy, leadership, accountability, public participation, and contemporary issues in governance. It encourages students to connect theoretical concepts with actual political and administrative practices, particularly within the Philippine context. Each module includes learning objectives, guided readings, activities, analysis questions, and reflection exercises designed to encourage critical thinking and meaningful engagement with political and administrative issues. Ultimately, this module aims to develop your understanding of how politics and administration influence one another and how their relationship affects public policies, government decisions, and the delivery of public services. May this module serve as a useful companion throughout your study of Politics and Administration, encouraging you to think critically about the exercise of power and authority, appreciate the responsibilities of public institutions and officials, and recognize the importance of ethical, accountable, and responsive governance in serving the public.
