PAC 604: Local and regional governance

Abstract

The course covers all the major areas of the Philippine government with emphasis on Local and Regional Governance focusing on their nature, role and manner of creation, general powers and attributes and how they should be manned and administered efficiently and effectively. Theoretical and empirical perspectives of local government and regional administration; issues on central-local relations, community and institutional development and area management shall be tackled. The course involves legal framework and bases of Philippine Local Governance and other relevant laws that set standards in the performance of duties and carrying out of functions and responsibilities of the actors and subjects in governance. The course analyzes legislation and fiscal administration of different local and regional governance and the practices of delivering good services. It empower students with professional knowledge in local governance regulation and enhances understanding of different aspects of legal regulations in the phase of local governance and be aware of possible advantages and disadvantages. The course prepares students to work in local council and or regional authorities dealing with local issues and analyzed critically.
