dc.description.abstractThis course provides an in-depth examination of the evolution of administrative thought and the development of public institutions in the Philippines. It traces the historical foundations of Philippine public administration from pre-colonial governance practices and indigenous administrative concepts to Spanish, American, and post-independence administrative systems, highlighting how these periods shaped the country’s bureaucratic structures and governance norms. The course situates Philippine public administration within its broader political, cultural, and socio-economic contexts, examining how colonial legacies, nationalism, democratization, decentralization, and globalization have influenced administrative theory and practice. In addition, the course analyzes the structure, functions, and interrelationships of key administrative institutions, including constitutional bodies, executive departments, local government units, and oversight agencies. It explores major administrative reforms, policies, and frameworks aimed at promoting efficiency, accountability, transparency, participation, and ethical governance. Through critical analysis of current issues and challenges—such as bureaucratic capacity, corruption, public sector innovation, and citizen engagement—students are encouraged to assess the relevance of administrative theories in addressing governance concerns in the Philippine setting.
